There used to be a bug that if your corp did two contracts at once, there's a chance that one would pop up in the merc tab. Sometimes there'd even be an extra corp battle in that tab too.

Go DS if you have cash and feel like it. Don't wait for jets/gunships or CCP to make DS better. DS is the more likely, but new things are probably over a year away.
